Meet NRRA's New Board of Trustees Members

At the Northeast Resource Recovery Association's 40th Annual Meeting held earlier this month, the recycling nonprofit elected three new members to the Board of Trustees: Ken Filpula, Transfer Station Supervisor, Town of Moultonborough, NH; Benjamin Hoy, Recycling Manager, Town of Walpole, NH; and Joshua Whipple, Solid Waste Manager, Town of Swanzey, NH.  

"Each new board member is an experienced transfer station manager whose community is an active member of NRRA," said Reagan Bissonnette, NRRA Executive Director.  "Their individual and combined expertise in recycling and waste reduction will benefit NRRA and our mission to partner with communities to make recycling strong through economic and environmentally sound solutions."  

Ken Filpula, Transfer Station Supervisor, Town of Moultonborough, NH

Ken began working at the Moultonborough Transfer Station in 2008 as an attendant and was promoted to Supervisor in 2016. He is an NHDES SWOT Senior Principal Operator. Ken worked closely with the Town during their transition from source separated recycling to single stream recycling, providing guidance to the residents throughout the process. He is a graduate of the Primex Supervisory Academy and has been a member of the Moultonborough Joint Loss Safety Committee for 12 years. In his spare time, Ken enjoys hiking, canoeing, tinkering on his ’68 VW Bug Convertible and doing furniture repair and restoration.

Benjamin Hoy, Recycling Manager, Town of Walpole, NH

Ben is a lifelong resident of the Walpole NH area. He took over the helm at Walpole recycling three years ago. He adopted a stretch of highway in Walpole and maintains roadside/river cleanups throughout the area. In his three years, much progress has been made at Walpole recycling with the re-development of a new re-use center (pictured).

Ben is a 2004 graduate of the University of New Hampshire, with a minor in environmental studies. He has coached middle school track and cross country for several years, and promotes recycling in school(s) and at running events when it is possible to do so. He enjoys hiking and running in the Surry Mountain/ Mount Monadnock areas. Ben has two Keene High School running daughters, a trail run loving wife, and a dog who doesn’t like to run.

Joshua Whipple, Solid Waste Manager, Town of Swanzey, NH

Josh was born and raised in Swanzey, NH and has been working at the Town of Swanzey Recycling for 10 years. Starting as a part time employee in the Summer of 2011, Assistant Manager the Fall of 2013, and Solid Waste Manager since Spring of 2016. He is a senior operator and was the “Rookie of the Year” in 2016 at the NRRA’s 36th Annual Conference.

In his free time, he enjoys spending time with family, watching New England sports, the outdoors, and playing golf.
